If a Sailor receives a message to separate or a message to convert, and a new CREO/REGA message is released and their rating is CREO 1, can they reenlist in present rating?

No. The policy for this type of situation is that the answer received from the PTS program is final. The member submitted their application and received a final answer from the PTS program within the effective dates of the same CREO/REGA message. Once the new CREO/REGA message becomes effective, any applications still in the system that have not received a final answer or are awaiting processing for ratings no longer required to apply to PTS will be passed thru with approval to re-enlist.
